How do I configure the server to listen on port 80 and not use SSL?

As the subject says, I desire to run the server in development without SSL.  When I attempt to attach to the server using port 7762, which appears to be the non-ssl port in the axis2.xml file nothing happens.  Same goes when I un-comment the proxyPort parameter in the same config section.
