Sign-up user has admin permissions and can set his own permission levels

1. From the Identity Provider UI signup as a new user
2. Login from this user account


After login the user can change his own password as well as other users' password.
Also he can assign roles for himself and others.  All this can be performed without any role being assigned to this user yet.
