Hi Sisira,
We have discovered that this is a bug on G-Reg version your using. A fix 
for this issue is committed to trunk little while ago. This will be 
available on our next release.

detailed explanation of what I have done: 
1.      I have created 2 users and 2 roles (user1 under role1; user2 under 
role2) - both users/roles are given permissions to login to admin console.

for testService1 and I have not given him any permission for testService2. 
Why is user1 able to see testService2 also? 

Can you please help me in understanding this?

Hi Sisira, 
I think you have confused between Registry Resource browsing permissions & 
permissions used in management console. List of permissions you have 
listed bellow in this thread are Management Console's permissions. 

In your case, I think by 'services' you refer to two resource entries in 
your Registry browser. You can set permissions for Resources using 
'Permissions' option available on Registry Resource browser screen as 
displayed here[1]
