[wsf-c-dev] [WSF/PHP] Fixing Jira Issue 198

Hi Nandika,
    Did the pre-check on loaded symbol work for this as a solution. What 
I mean is, before the call to lint, is if a symbol that would be loaded 
with lint is already loaded. If not, try linting, else, assume that it 
is already lint.

    Would that work?
