In case of using soap intermediaries it should be possible to address the ultimate receiver of a soap call using WS-Addressing - Parameter "TO" but it should also be possible to send the soap call to an  intermediary (or several intermediaries), which can forward the message to the ultimate receiver using the WS-Addressing-Information
